Regulator Finds Rentplus Homes Failing Governance and Viability Standards

England’s social-housing regulator has found serious governance and financial-viability failings at Rentplus Homes.

England’s Regulator of Social Housing has found that Rentplus Homes is not meeting governance or financial-viability requirements, citing acute liquidity pressure and weak board oversight of risks arising from the landlord’s wider corporate group.

Rentplus is a small, for-profit registered provider managing 283 social homes according to its latest management information. It sits within a larger group and depends on related parties for funding, growth and corporate services. The regulator said those support arrangements had not operated effectively in practice and were materially affecting the protection of the provider’s social housing.

The judgment followed a June self-referral concerning the administration of RPA1 Limited, a group company that owns about 68 per cent of the homes managed by Rentplus. The regulator placed Rentplus on its gradings-under-review list in August while it examined the board’s response and the implications for tenants, homes and the provider’s continuing viability.

Its final assessment is blunt. Rentplus could not show that its board received balanced information or adequate assurance about significant risks. Business planning and stress testing had remained limited as the risk profile became more complex, while the provider relied on anticipated receipts outside normal operating cash flow, creditor forbearance and wider-group funding to meet current obligations.

Rentplus is developing contingency plans and continues to engage with the regulator. Even so, the regulator said the landlord had not demonstrated the financial resilience or board control needed to resolve the concerns at the required pace. It is considering whether to use further regulatory powers. No grade was issued because Rentplus owns fewer than 1,000 homes.

The regulator’s final judgment of 4 November 2026 is available here.
