EU Sanctions 1,569 Russian Military-Industry Targets

The European Union imposed its largest single round of Russia listings, targeting companies and chief executives across the military supply chain.

The European Union has imposed sanctions on 1,569 people and companies in Russia’s military-industrial complex, the largest single set of listings it has adopted since the full-scale invasion of Ukraine.

The package covers 826 Russian companies and 743 chief executives. It lifts the total number of listings under the EU regime protecting Ukraine’s territorial integrity to close to 4,600.

The Council said it had focused on the middle layers of the military supply chain: companies whose components feed into larger weapons manufacturers rather than only the best-known state defence groups. Together, the businesses generate at least €20 billion in annual turnover and employ more than 250,000 people.

The listed suppliers work across electronics, semiconductors, microcircuits, computers, radar and communications equipment, satellite and missile systems, explosives, ammunition, optics and navigation. Those components are used in missiles, drones and aircraft, according to the Council.

EU asset freezes now apply, and people and companies in the bloc may not make funds or economic resources available to the listed targets. The named executives are also subject to travel bans. The restrictions are preventive economic measures; they do not amount to criminal convictions.

The scale of the package reflects a shift from sanctioning a limited number of flagship enterprises toward mapping a production network. That breadth will also make enforcement more demanding. Banks, exporters and logistics businesses must screen a much larger set of counterparties while considering ownership and control beyond the names printed in the legal acts.

The listings were adopted through Council Decision 2026/2279 and Implementing Regulation 2026/2281, both dated October 12.
