Kuwait Forms Special Committee to Review Citizenship Disputes

A newly established Grievance Committee will now oversee cases related to the withdrawal and revocation of Kuwaiti citizenship. Directly affiliated with the Council of Ministers, this committee has been tasked with handling appeals from individuals affected by citizenship decisions.

Counselor Ali Musaed Ali Al-Dhubaibi has been appointed as Chairman, with Abdulwahab Abdulrahman Yousef Al-Muzaini serving as Vice Chairman. Other members include Counselor Khaled Abdulrahman Ahmed Abdulrahman Al-Bakr, Jamal Khalifa Al-Rish, and Fawaz Suleiman Al-Mishaan. Compensation for committee members and administrative staff has also been outlined.

The committee will review grievances, assess each case, and submit recommendations based on existing laws and regulations. Meetings will primarily take place at the General Secretariat of the Council of Ministers, with the Chairman determining alternative locations if necessary. Decisions will be made by majority vote, with the Chairman holding the deciding vote in the event of a tie. Experts may be consulted but will not have voting rights.

The committee is required to draft its internal regulations in its first meeting and set deadlines for case reviews. It also has the authority to request information from relevant entities, which are expected to cooperate. The General Secretariat of the Council of Ministers will act as the committee’s administrative hub, processing grievances and compiling reports.

Initially set for a one-year term, the committee may be extended by the Council of Ministers if needed. Public announcements regarding its operations and submission processes will be made through official government channels. Periodic progress reports, including recommendations, will be submitted to the Council of Ministers for review.

This decision takes effect immediately and will be published in the Official Gazette.
