Virginia Senator Indicted in Alleged Marijuana Enterprise

A federal indictment accuses Virginia state senator Lillie Louise Lucas and six others of racketeering, drug, fraud, money-laundering and firearms offences.

A federal grand jury has indicted Virginia state senator Lillie Louise Lucas and six other people over an alleged marijuana-distribution enterprise that prosecutors say combined drug trafficking with money laundering, fraud, bribery and firearms offences.

The eight-count indictment, announced on October 22, alleges that Lucas led a network made up of relatives and associates. Prosecutors say the group arranged the acquisition and distribution of at least 100 kilograms of marijuana and moved proceeds through connected businesses.

The government further alleges that Lucas used her public position to shield the operation from scrutiny and influence legislation in ways that benefited the enterprise. Lucas has served in the Virginia Senate since 1991 and chairs its Finance and Appropriations Committee. The indictment says she acquired a stake in a company expected to hold a recreational-marijuana licence and failed to disclose the interest on required ethics forms.

Other allegations concern an economic-injury disaster loan application, maintenance of drug-involved premises and possession of firearms in furtherance of trafficking. Prosecutors have described the alleged scheme as worth about $4.5 million.

An indictment is an accusation, not evidence of guilt. Lucas and the other defendants are presumed innocent unless the government proves each charge beyond a reasonable doubt. The case is at its opening criminal stage; no court has made findings on the alleged enterprise, the use of public office or the financial transactions described by prosecutors.
