Three Charged in $14 Million DC Medicaid Fraud Case

A federal indictment alleges that healthcare executives and a support worker billed DC Medicaid for services not provided.

A federal grand jury has charged two executives of a Washington healthcare provider and one community support worker in a case alleging false billing for youth mental-health services.

The ten-count indictment says Quality Healthcare Services billed the District of Columbia’s Medicaid programme approximately $14 million between January 2022 and February 2025. Prosecutors allege that records inflated the duration of telehealth encounters or described encounters that never happened.

Mwasi Songambele, the company’s controlling executive, is accused of directing staff to claim four billing units for calls that sometimes lasted only minutes and to vary the recorded duration between 53 and 67 minutes. Maya Cheyo, the chief operating and human-resources officer, and Vanessa Kuh, a community support worker, are accused of participating in false claims. The pleading also seeks forfeiture of vehicles, property and a watch.

Songambele faces health-care fraud and money-laundering conspiracy counts; Cheyo and Kuh face health-care fraud charges. The allegations have not been proved, and all three are presumed innocent unless convicted. Read the official indictment announcement.
