High Court Announces Transfers and Postings in Jammu & Kashmir and Ladakh

The High Court of Jammu & Kashmir and Ladakh has issued an order announcing several transfers and postings of Section Officers and Head Assistants in the Subordinate Courts of the Kashmir Division. These administrative changes, effective immediately, have been made in the interest of streamlining court operations and enhancing overall administration.

The order, issued by the Hon’ble Chief Justice’s Secretariat on May 2, 2023, follows the recent promotion of Senior Assistants to the positions of Head Assistant in the Subordinate Courts of the Kashmir Division. The transfers and postings aim to ensure optimal allocation of resources and skills among court personnel.

Among the Section Officers, Ms. Rayeesa Amin, currently serving as a Section Officer (Reader) in the Court of Addi. District & Sessions Judge (Fast Track), Budgam, will swap her place of posting with Shri Arshid Hussain Wani-I, who is a Section Officer (Reader) in the Court of Pr. District & Sessions Judge, Ganderbal.

Regarding the Head Assistants, a series of transfers and postings have been announced. Shri Zamir Ahmad Vakil, who has been promoted from Senior Assistant (Nazir) in the Court of Addl. Special Mobile Magistrate, Chandoosa, is now transferred and posted as Head Assistant (Nazir) in the Court of Chief Judicial Magistrate, Bandipora, filling an available vacancy.

Similarly, Shri Mehraj-ud-Din Rather, formerly a Senior Assistant (Criminal Clerk) in the Court of Pr. District & Sessions Judge, Kupwara, has been transferred and appointed as Head Assistant (Reader) in the Court of Chief Judicial Magistrate, Bandipora, against an available vacancy.

Other Senior Assistants who have been promoted and subsequently transferred to new positions include Shri Abdul Qayoom Zaroo, Shri Hilal Ahmad Beigh, Ms. Masrat Jan, Shri Ishtiaq Ahmad Mir, and Ms. Shazia Hameed Kawoosa, among others. These transfers have been made to optimize the allocation of personnel and ensure a smooth functioning of the courts.

The order emphasizes that all Presiding Officers must ensure that the transferees are relieved from their current positions within ten days of the order’s issuance. Failure to comply within the given timeframe will result in the transferees being deemed relieved from their previous postings. The Principal District & Sessions Judges have been instructed to personally monitor the implementation of the order and report compliance.

The High Court has forwarded the order to various departments and authorities for necessary action, including the Registrar General, Registrar Vigilance, and Registrar Rules of the High Court of J&K and Ladakh. Additionally, the respective Pr. District & Sessions Judges, Chief Judicial Magistrates, Special Judges, Municipal Magistrates, and other relevant officials have been informed of the transfers and postings.

The order also instructs the e-Court, High Court of J&K Jammu, to upload the order on the High Court’s website for public access. It further requires the Director Finance of the High Court of J&K and Ladakh and the Chief Librarian of the High Court wing in Srinagar and Jammu to take appropriate actions and maintain records accordingly.

The transfers and postings are expected to contribute to the efficient functioning of the courts in Jammu & Kashmir and Ladakh, ensuring the effective delivery of justice in the region.
